Help Us Identify the 2008 Winning Motorized Float

My very bad notes indicate the winner was "Ciudad de Quito" and has an illegible number attached to it. Alas, we have been unable to associate this note with anything in the real world.

Who won this category? Help us. Share photos too.

By the way, next year I will be once again appointing a Bailiff who will keep a much clearer list.

Drum Roll... my notes say #88 Ciudad de Quito. Now hopefully that number is correct!

If I recall correctly Ciudad de Quito was on the back of the vehicle which I can't see in any of the pics but I shall contact that photographer for insight.
